New NYS Gun Laws
The State has published a FAQ regarding the new laws that go into effect Sept 1st with regard to firearms licensing and can be viewed HERE.
Main takeaways:
As of Nov 7th Gun Owners of America (GOA) and Gun Owners Foundation (GOF) secured a preliminary injunction in federal district court against most of New York’s poorly named “Concealed Carry Improvement Act.” The injunction will take effect immediately, despite the State of New York’s attempt to delay the injunction.
The ruling from Judge Glenn Suddaby, who indicated this law has imposed “unprecedented constitutional violations,“ enjoins the following provisions:
A injunction doesn't change the law it just puts a pause on enforcement and allows the lawsuit to change the laws to move forward. NYS may issue a new revised PPB-3 form with these questions removed or they may wait for the lawsuit to finalize to do so but keep in minds this make some time to happen.

Main takeaways:
- Those who are looking for a NYS Pistol Permit may pre-register for the New Permit Class here. The class will be in-person, 16 hours, with range time and a written test to meet the new NYS Permit class standards.
- If you have a New York State Concealed license/permit, you are now required to submit your recertification to the New York State Police every 3 years after issuance instead of 5 years. Recertification does not require any training or classes for those counties in the WNY area. This process remains the same electronically via the NYS Troopers site.
- A Semi-Automatic Rifle License is required to purchase or take ownership of any semi-automatic rifle on or after September 4, 2022. Any person that lawfully possesses a semi-automatic rifle prior to September 4, 2022, will not be required to obtain the Semi-Automatic Rifle License.
- Starting September 4, 2022, New York State requires a firearms license to purchase or take possession of a semi-auto Rifle. If you have a NYS Pistol Permit currently it can be amended and is sufficient to buy a semi-auto rifle but once you have your county clerk add "Semi-Auto rifle" amendment to your license.
USE this form to add "semi-auto rifle approved" to your current Pistol Permit: NYS PPB-5. NYSID is your permit number, check "amendment from" add your County name, complete your name, DOB, DL#, Address, and check "Semi-Automatic Rifle Licenses ADD" Submit this to your county clerks office to get a new permit with the endorsement added. It is not clear if there will be a completely separate licensing process and class to get just a semi-auto rifle permit in the future but currently following the New Pistol license process is the only why to get this semi-auto rifle license.

- Requiring good moral character
- Requiring the names and contact info of spouses and other adults in the applicant’s home
- Requiring applicants to disclose social media accounts for review
- The restrictions on carrying in public parks, zoos, places of worship, locations where alcohol is served, theaters, banquet halls, conferences, airports and buses, lawful protests or assemblies, and the prohibition on carrying on private property without express consent from the owner
